Driving in an HOV Lane in Massachusetts

We hit the freeway in rush hour, but not to worry. There are HOV (high occupancy vehicle) lanes on the I-93 South. I couldn't understand why the warning signs said "enter at 35 MPH." You are entering from the left hand lane so you should be driving at least 65 mph. Why slow down? When we got there, I found out why. There is a State Trooper stationed at the entrance, watching, I guess, to be sure you have at least 2 people in your car if you are getting in that lane. The lane is separated from the others by a barrier and goes for many miles, which they don't tell you at the entrance. Luckily, we were going many miles so it was okay.

We've seen police stationed at construction sites all over New England. The police car with its lights flashing "protects" the workers rather than the elaborate system of cones and signs they use in California. Even on the freeways. We do lots of things differently in California. Would be interesting to know the history of some of those things.
